Our webhosting technology supports user registrations, credit card transactions with ability for logged in users so that the board of directors can access meeting materials. It sounds like the website will need some advanced capabilities as well as some set-up.
All of this can be done, once the technology is put into place, configured and a license applied.
I estimate $600 for license to scripts and templates
$300 - $500 for setup and assistance
(this could be higher if more complicated)

The license is perpetual. To add new features, we activly work on new versions of our product yet the lic at ver 2.95 is mature and represents our most stable release with a full array of included capabilities, add-ons and upgrades.

We are in Bridgewater and can provide on-site tranining and email support in the utilization of templates and the site. You organization could, in 10 years have a record of every house built (as a page or pages of the site) viewable by the board of trustees. It would be quite a resource and asset and as you mentioned some ideas, the the uses for our system are many.
