In honesty, to "Set up" the site once the license has been obtained is about equal to the license in cost for the one purchased.
So a $400 commerce license would entail an additional $400 to "set up" but then you could expect a finished site, working and populated with some products, then the work you would assume would be more along the lines of editing and adding.
400 + 400 = 800 ( you could sell gear, tee-shirts, leftover building materials.. anything)
The above setup includes "formatting" the page shape (where the links vs. banner vs. text area go) and applying existing graphical items. It does not include and new or designed graphics or banners. For a website "design" an additional charge such that
400 + 400 + 400 = 1200 or a setup site with a custom design applied.
